Our Chico City Council is currently analyzing a proposal to put a Voter initiative on the November ballot that would define and attempt to hold the city accountable for “quality of life” in Chico. That’s a big order! Can we even define it for ourselves? Let’s give it a try on Sunday morning as we ponder the elements of life that make it most worth living.
